other thing. The case of Tan Sang-chi is one in point. He is not a 'red", and yet he worked with the 'reds' for a long

time.

The Fenstien Partr. Its Strength and Weakness.

20. The Fengtien Party is quite strong militarily, but it is lacking in men with political and administrative experience. They merely fight on, failing to take good advantage of clever political moves, such as those made by their enemies. Things are quite peaceful throughout the territories under the

rule of the Fengti enites: there is neither labour trouble nore

student agitation. But have they given sufficient publicity

to these facts? No. Even Shantung is quite quiet, compared

with the provinces under the Nanking and the Hankow Governments.

On the other hand, the territories under these two Nationalist

cliques are in utter confusion. Heavy taxation is the order of

the day; not a single village can be truthfully said to be en-

joying peace and good order. Yet, the men ruling these terri- tories have succeeded in awakening the people, particularly the younger generation/

The Hankow Government and Its Administration.

21. The doings of the Hankow Government are incomprehensible. For instance, no one can understand why they should have pro- hibited the transportation of silver and goods from their t

territories to other places in China. Their administration

in such a short space of time has already ruined the three provinces they govern.

The Nanking Government and Its Administration. The Nanking Government seems to be devoid of men versed in public finance. Their antics in financial matters will be referred to later under the headings "Abolition of Certain Duties, &c", and "The Chinese Customs". It may suffice
